ACIS-SL initiates the movement for the implantation of the Polo of São Leopoldo, in the management of Cláudio Coelho Marques (1996-1998). On December 17, a delegation of 13 businessmen, mayors and secretaries of six Council cities Regional Development of the Valley of the Bells (Consinos) visit the Petrobras Research Center, the Biotechnology Foundation of the Bio-Rio Foundation and the companies of the Federal University of Rio de Janeiro. ACIS-SL was represented by President Cláudio Marques, by the chairman of the Council of Former Presidents, Jorge Northfleet, and the Vice-President of Youth businessmen, Leandro Hilbk. A work plan was established for the idealization and conception of the São Leopoldo Information Technology Center.

Unisinos undertakes to build and run an incubator and a business park. It was formally opened on June 30, 1999.
